Good luck on meddling with the Board of Medical Examiners. It’s set up to be autonomous and outside the usual Administrative Practices Act, plus it is for practical purposes in bed with LSU, also set up by constitutional and jurisprudential law to be independent. I’ll bet others of the boards have been similarly fortified and isolated from proper control.
