UPDATE: HB47 by Rep Edmonston is in Senate Education Tomorrow!🇺🇸
Rep Echols' HB87 failed in Senate Jud A - but it's NOT over!!
The Senate Education Committee agenda was updated at 4:11 pm today to include HB47.
If you will recall, HB47 by Rep Edmonston simply requires schools to provide exemption information to parents and students when presented with the school vaccine requirements. This is the third time Rep Edmonston has carried this legislation and it passed last year only to be vetoed by Edwards.
State School Superintendent, Dr Cade Brumley, has shown his support of this legislation by presenting an identical rule to BESE earlier this year that will be adopted into Bulletin 741, the guidebook for all schools, public and non-public.
Louisiana has a strong conservative base which supports parental rights, so when freshman legislator Rep Jessica Domangue added an amendment to HB47 that would require parents who submit an exemption to have an accompanying physician’s exam, as Domangue was concerned that the child may be experiencing medical neglect, parents were rightly outraged. It has been several weeks since the amendment was added on the House floor and the bill has finally made it on to the Senate Ed agenda - at the last minute, the day before.
If you haven’t yet, send a statement of support to Senate Education Committee and ask them to support HB47 WITHOUT the Domangue amendment. If you are in the area tomorrow, please join us in Senate Ed at 1:00 pm in the John Hainkel Room and turn in a green card in support. We are not planning to testify, it shouldn’t be needed if the contacts we’ve made with the committee are any indication. Should be fun!
Also in Senate Ed tomorrow is HB908 by Rep Amedee which prohibits schools from discriminating against students who submit an exemption instead of providing their immunization information to schools. Covid brought to the fore the many biases society has against people who choose not to vaccinate. We were made aware of unbelievable instances of discrimination including one school principal who made seating charts based on the vaccination status of students. HB908 is timely legislation.

HB357, Rep Beryl Amedee’s bill to prohibit Central Bank Digital Currency from becoming a valid deposit account in the state of Louisiana, will be heard in Senate Commerce tomorrow!
Send a statement of support to the committee and ask for their favorable passage of HB357!
In case you missed it, Rep Echols’ HB87, which would prohibit a COVID-19 vaccine and mask mandate, failed to pass in Senate Jud A today. Jill’s testimony is below.
Despite the vote today, this bill is not dead! We will be sharing a possible path forward on this bill VERY soon!! Rep Echols is not giving up! Remember, in the past, we have worked together to get HCR3 and HB648 discharged from committee when former Senator Fred Mills killed them in Senate Health and Welfare. Let’s see which direction Rep Echols chooses to go.
Edited to add an update on HB25:
HB25 by Rep McCormick was scheduled to be heard in Jud A, as well, but when the committee makeup looked unfavorable, especially after HB87 failed to pass, Rep McCormick opted to defer the bill till next week. We will keep you updated on these two bills.
