Legislative Update!🇺🇸
On Wednesday, May 15th, Rep Edmonston's HB46, which prohibits covid vaccination for school attendance, is in Senate Education and the WHO bill is on the Senate floor!
Before we get to yesterday’s legislative wranglings, here are today’s CALLS TO ACTIONS!
HB46 by Rep Kathy Edmonston will be in Senate Education this afternoon! This bill will prohibit all Louisiana schools from requiring covid vaccination for school attendance. This bill passed last year but was vetoed by Edwards.
Send a statement of support for HB46 to the Senate Education Committee now! The committee will not meet till 1:00 pm today in the Hainkel Room - if you are available please attend and submit a green card in support.
Sen Thomas Pressly’s WHO bill, SB133, is scheduled for a House floor vote this afternoon! Contact your state representative and ask them to vote YES on SB133 which will limit the state’s actions in regards to following any “rule, regulation, fee, tax, policy, or mandate of any kind of the World Health Organization, United Nations, and the World Economic Forum.”

Over on the Senate floor. . .
HB47 by Rep Edmonston is scheduled to receive a vote on the Senate floor today! This bill would simply require ALL schools to inform parents of the existing vaccine exemption law - a law that has been in place for decades!

HB357 by Rep Amedee would prevent a central bank digital currency from being a legal bank deposit account in Louisiana. HB357 is scheduled to receive a Senate floor vote today, as well!

HB908 by Rep Beryl Amedee will prevent schools from discriminating against students who have submitted an exemption for vaccination requirements. As we noted in a previous article, then Attorney General Jeff Landry weighed in on this issue in November 2021, writing a memorandum on RS 17:170 in which he stated:
“While La. R.S. 17:170 does not prohibit schools from imposing other safety measures that they believe to be necessary to preserve the health of students, faculty, and staff, and no statute or regulation specifically authorizes masking and testing protocols, any such additional safety measures should be applied in a nondiscriminatory and non-punitive fashion. As Judge Terry Doughty with the United States District Court for the Western District of Louisiana held recently, policies that are so punitive that they defeat the right itself will not withstand scrutiny.”

Now for an update on yesterday’s hearings and floor votes. . .
HB25 by Rep McCormick is a common sense piece of legislation that simply removes civil liability from those businesses that DO NOT mandate an emergency use authorized (EUA) vaccine. The bill originally tackled only covid vaccines, and when an attempt was made to include ALL vaccines, the Democrats balked and argued for the right to sue businesses (where was Louisiana Association of Businesses and Industry, LABI?), and was subsequently amended again to reflect only EUA vaccines. We’ll take it! The vaccines that have wreaked havoc on our country were EUA when the covid mandates began, and in our state remained that way until at least March of 2023 when HFL submitted a public record request to see if/when FDA approved covid vaccines had become available. At least to that date, March 2023, the Louisiana Department of Health had been falsely advertising the covid vaccines being distributed in Louisiana as FDA approved, when they clearly were not.
With this in mind, watch Jill’s testimony on behalf of HB25 yesterday in committee.
Unfortunately, this is the same Judiciary A committee that killed Rep Echols’ HB87 last week and they did just that to HB25 this week. With only three committee members voting (the chairman abstained), the two Democrats voted to defer the bill against the one lone Republican vote. We are working to see if there are any other options for this bill this year. Many thanks to Rep McCormick for his grit and determination in protecting the citizens of Louisiana!!
Many of you noticed earlier this week that the CTA button for HB312, Rep Chuck Owen’s ivermectin bill, did not work. Just as we published the previous article with that CTA for IVM, we got word that Rep Owen would be making an announcement about HB312 on the House floor. You can watch that below.

Update on Rep Dodie Horton’s HB975 which is intended to ensure that only parents can consent to medical procedures: Rep Horton has deferred this bill to next year to work on legalities with LDH. We know that getting bill language just right is a process and look forward to offering our support on this legislation next year.
