From Start to Sine Die: A Season of Hard-Fought Victories
A look at health freedom victories this legislative session.
First of all, thank YOU for your dedicated advocacy to health freedom! The Louisiana Legislature has adjourned sine die and will reconvene for the next regular session on March 9, 2026.
Now that the legislature has adjourned sine die, let’s review the health freedom victories we celebrate. The battles that still need to be fought will be discussed in our next Substack.
Representative Chuck Owen’s HB690 is a monumental win! HB690 directs the Surgeon General to “promulgate rules for the administration of medical activities under Emergency Use Authorization (EUA) for all members of the healthcare community in Louisiana.” This is essentially an acknowledgment that Louisiana had no established rules for EUA drugs and interventions during covid. Federal law specifies several critical conditions of authorization for EUA drugs that Louisiana citizens were never made aware of by state officials, including the fact that federal law specifies “the option to accept or refuse administration of the product.”
Louisianans should have been made aware of the option to refuse any and all EUA interventions, including MASKS and VACCINES, but the incompetent members of the Edwards administration never made this information widely available to the public. It is our opinion that the vast majority of Louisianans were not provided federally required informed consent for EUA drugs and interventions. Health Freedom Louisiana made every effort to provide this information to the public but our efforts were labeled misinformation and censored by the Biden administration.
Rep. Owen effectively addresses this gap in policy and his legislation directs Surgeon General Dr. Ralph Abraham, a physician we referred hundreds of covid patients to, to promulgate rules for the appropriate administration of EUA drugs. This bill brings the issue full circle with an effective solution that restores accountability, protects individual rights, and ensures EUA rules will be in place the next time our country faces an event like covid.

Representative Kellee Dickerson’s HB408 is a game changer for Louisiana families affected by the catastrophic onset of Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections and Pediatric Acute-onset Neuropsychiatric Syndrome. HB408 requires insurance companies to recognize these syndromes and cover the medical interventions necessary to help these children. Treatment costs are an overwhelming burden for families already grappling with the serious and often debilitating health challenges these syndromes present—a financial strain that too often limits access to the care their children urgently need.
A big thank you to Rep. Dickerson for standing up for families and carrying HB408 forward!
It took two years, but very soon Louisianans will have access to ivermectin without a prescription! Senator Mike Fesi led the charge this session to make ivermectin more accessible, with strong support from Surgeon General Dr. Ralph Abraham, who testified that he successfully used the medication in his practice during COVID.
Our sincere thanks to Senator Fesi for his bold, passionate stand in defense of health choice in making ivermectin more available to Louisianans.
Louisiana leads the nation in maternal and infant deaths—a devastating ranking we cannot afford to ignore. We believe the introduction of doula care in the medicare system will be a positive influence to effect change. Doulas provide consistent, one-on-one support in settings where hospital staff often rotate, offering emotional, physical, and informational care while respecting and advocating for each woman’s birth plan and personal preferences throughout pregnancy, childbirth, and postpartum recovery.

Senator Patrick McMath’s SB14 offers a bold, comprehensive strategy to remove harmful additives from school meals and require transparent labeling on public food products.
We’re deeply grateful to Senator McMath for championing such a vital piece of legislation to protect the health of our children and communities.
Senator Blake Miguez’s SB117 ensures that our tax dollars are spent on school lunches that are free from harmful chemicals and dyes, as well as minimally processed. This bill directly supports better student health and behavior—and exemplifies smart, responsible use of taxpayer resources.

We are thrilled to see the passage of Senator Mike Fesi’s SB46, legislation that repeals a law that allows chemicals to be disbursed into the air for the purpose of affecting the weather. Now, “no person shall intentionally inject, release, apply, or disperse, by any means, a chemical, chemical compound, substance, or apparatus into the atmosphere within the borders of this state for the express purpose of affecting the temperature, weather, climate, or intensity of sunlight.”
This bill has already been signed by Governor Landry and becomes effective August 1, 2025. Our heartfelt thanks to Senator Fesi for carrying this much needed legislation!
Representative Raymond Crews’ original legislation, HB386, was replaced with a streamlined HB695 which reads:
“Any gold or silver coin, specie, or bullion recognized by the United States government as legal tender or any gold-backed debit instrument that can convert gold in a depository to fiat currency shall be recognized as legal tender in the state of Louisiana.”
We’re grateful to Rep. Crews for advancing this key legislation that strengthens monetary freedom by making gold more accessible as currency in Louisiana!
Other key legislation that passed this session includes:
Representative Beryl Amedee’s HB371 which strengthens religious freedom and protects the use of places of worship.
Representative Mike Johnson’s HB64 strengthens the Attorney General’s ability to protect and defend the interests of the state against the federal government and reads in part:
“In recognition of the state's right to self-determination, it is a declared interest of the state that the attorney general preserve and defend the state's autonomy, independence, and sovereignty in all legal matters and disputes involving the federal government and preserve for the state any power not expressly delegated to the federal government.”
Senator Valarie Hodges authored SCR67 which urges Congress to investigate geoengineering. It reads in part:
“THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby memorialize the Congress of the United States to conduct a full, transparent, and independent investigation into all activities involving the intentional dispersion of chemicals into the atmosphere by any means, for geoengineering purposes including but not limited to solar radiation modification, carbon dioxide removal, and weather modification experiments, particularly those which may have occurred without public knowledge or consent and within the airspace over the state of Louisiana.”
