An overview of the week and where each bill stands as of 4/26/24.

Rep Kim Coatesโ raw milk bill, Taste the Liberty, had a fantastic showing in House Ag! Democrat Rep Marcus Bryant asked to move the bill favorably during the introduction of the bill! Representative Danny McCormick summarized safety concerns about the bill in 10 seconds:
HB467 will be heard on the House floor next week! Now is the time to contact your state rep and ask them to vote YES on HB467!
Another win this week was getting HB976, previously HB306, out of House Health and Welfare unopposed! Rep Chuck Owen once again goes to bat for families in Louisiana to strengthen the No Patient Left Alone Act of 2023 and enact the Don Scoggins Law this year to ensure that families have access to a designated caregiver while in the care of a healthcare or residential facility.
HB976 will get a vote on the House floor in the coming week! Contact your state rep and ask them to vote YES on HB976!
HB815 by Rep Beth Billings is a fantastic piece of legislation that requires the Louisiana Department of Health to follow FDA regulations when advertising or promoting pharmaceuticals, including vaccines. The bill passed unopposed out of House Health and Welfare and will likely receive a vote on the House floor in the coming week.
Contact your state representative and ask them to vote YES on HB815!
HB908 by Rep Beryl Amedee prohibits schools from discriminating against students who submit an exemption instead of providing their immunization information to schools. Covid brought to the fore the many biases society has against people who choose not to vaccinate. We were made aware of unbelievable instances of discrimination including one school principal who made seating charts based on the vaccination status of students. This bill passed House Education with a vote of 7-3.
This bill will receive on the House floor in the coming week! Contact your state representative and ask them to vote YES on HB908!
HB256 by Rep Dodie Horton will ensure that only parents can consent for their minorโs medical decisions. In 2023, it came to light that Louisianaโs minor consent law violated parental rights and left minors vulnerable to harm at the hands of unconscionable practitioners. Rep Horton is addressing these concerns with HB256 which ensures that minors cannot consent to medical services or surgery.ย
This bill passed out of House Health and Welfare and will likely receive a House floor vote in the coming week. Contact your state representative and ask them to vote YES on HB256!
HB711 by Rep Jay Gallรฉ ensures that parents and guardians receive prior, uncoerced, fully-informed consent for vaccination of their minor child as legally required by the National Childhood Vaccine Injury Act (NCVIA).
HB711 also ensures that ONLY parents or legal guardians make this important medical decision for their children.
This bill received major opposition from aaalllll the medical associations and the local industry funded โadvocacyโ association.
Rep Gallรฉ voluntarily deferred the bill till next week to address concerns from the committee.
*When this bill is heard again, testimony from families who did not receive informed consent and subsequently experienced vaccine injury would be helpful!
It seemed to us that members of the House Commerce Committee who are in the banking industry took personal offense to HB914 by Rep Amedee, a bill intended to prevent discrimination in banking based on, amongst other things, religious or political speech or affilliations. Similar legislation has been passed and signed into law in Florida and Tennessee. You can see Jillโs testimony in support of HB914 below.
House Commerce Committee is the same committee that failed to pass Rep Amedeeโs Social Media Free Speech Bill in 2021. A year later, the most significant First Amendment case of our time was filed by then Attorney General Jeff Landry, Missouri, Lousiana v Biden. The evidence in that case indicates the federal government used its considerable influence to strong arm social media companies to censor Americans on social media. Health Freedom Louisiana Co-Director Jill Hines is a plaintiff in this case.
Now, just days after House Commerce Committee involuntarily deferred a bill protecting Americans from discrimination in the banking industry, a congressional report indicates the federal government once again targeted a specific religious and political class, but this time in, yes, banking. Below is an article from the Daily Mail:
โBank of America, Chase, U.S. Bank, Wells Fargo, Citi Bank and Truist were already being targeted in the probe looking to expose how theย U.S. Treasury's Financial Crimes Enforcement Network (FinCEN) and theย FBIย worked together.
Now, DailyMail.com can first reveal that seven other financial firms are also under investigation for ties to anย FBI and FinCEN plot to spy on Americans' private banking transactions without first obtaining a warrant.ย
Charles Schwab, HSBC, MUFG, PayPal, Santander, Standard Chartered and Western Union have all been asked to turn over documents and communications with FinCEN and the FBI to the committee, according to letters exclusively obtained by DailyMail.com.โ
Perhaps itโs time the House Commerce Committee seeks Rep Amedeeโs advice on legislation necessary to protect Louisianansโ interest in the market place, as the committee is now 0-2 on protecting civil liberties in the economic sphere when the opportunity was provided.
Now, letโs take a look at votes on the House floor.
Rep Kathy Edmonstonโs HB813, legislation to protect a physicianโs right to prescribe medications off-label, passed the House floor vote this week! The bill was amended on the floor to apply only during a declared public health emergency. HB813 is headed to the Senate Health and Welfare committee โ we will let you know when it is scheduled to be heard.
The loss of HB958 on the House floor this week was a heartbreaker. This bill, authored by Rep Amedee, would prohibit insurance kickbacks paid directly to physicians for the purpose of incentivizing vaccine uptake. This bill was lobbied against heavily by every aspect of the healthcare industry - they love that vaccine money. One legislator estimated 20-30 floor notes were delivered against this bill. HB866 by Rep Amedee did not get a floor vote this week, instead it will go up for a floor debate on Tuesday, April 30th. As a reminder, this bill will prevent the type of medical mandate mandness we saw during covid where Emergency Use Authorized (EUA) drugs and pharmaceuticals were required in the workplace and in schools. These mandates wrecked our economy and destroyed our healthcare workforce. The state must make efforts to protect Louisianans from the federal government and the plans being made for Disease X. The legislature must pass HB866!
