As promised, here is a list of the health freedom bills that did not pass this session. Some of these bills and the legal wranglings they went through will require an in-depth follow up, but for now we will provide a simple overview of the losses and where they met their demise.
HB25 by Rep Danny McCormick, Protecting Businesses Protects Employees, provides that businesses that DO NOT mandate an experimental or emergency vaccine will not be civilly liable.
We cannot thank Rep Danny McCormick enough for bringing this bill back again after it was vetoed by Edwards in 2021. After an attempt was made to amend the bill on the House floor to include ALL vaccines not just covid, it was eventually amended to only remove civil liability for businesses that did not mandate an experimental or Emergency Use Authorized vaccines. This is a common sense, pro-business bill and should have had bipartisan support considering the number of businesses being sued for wrongful termination for covid mandates. Unfortunately, this bill died in Senate Judiciary A when only three senators cast the deciding vote, 2 Democrats against - 1 Republican for. Senator Jay Luneau will kill any health freedom bill when given the chance and he took it here when Committee Chair Greg Miller called the bill with only one other Republican left in the room. Needless to say, it did not stand a chance.
Look for this bill to make another comeback in 2025.
HB87 by Rep Michael Echols, You Mandate, You Pay, prohibits the requirement of covid vaccination for employment in the public and private sector. Imposes a $50,000 fine.
HB87 was another victim of bad timing, Senate Judiciary A, and Sen Jay Luneau. An unsuccessful attempt was made to add the bill language to another bill targeting covid mandates but was found to be not germane.
HB110 by Rep Chuck Owen, Know Your Accuser, provides that after the conclusion of an investigation or other ethics board action on a complaint and upon written request by the person who is subject to an investigation or complaint other than a public servant or agency, the ethics board shall furnish the requestor with the name of the complainant.
This was a favorite of ours as HFL and Jill had been targeted by a weaponized ethics charge that had to be defended with thousands of dollars in legal fees. More on this to follow!
HB288 by Rep Beryl Amedee, A Voice for the Voiceless, will require coroners to include an infant’s immunization records in an autopsy of a child who dies without explanation one year of age or younger.Â

HB813 by Rep Kathy Edmonston, A Right to Prescribe, will protect a physician's right to write prescriptions off-label. Another victim of Sen Jay Luneau, this time in Senate Health and Welfare.
HB815 by Rep Beth Billings, LDH: Truth in Advertising, will require LDH to follow FDA regulations relating to advertising for drugs, pharmaceuticals, and vaccine-related products. Another victim of Sen Jay Luneau, again in Senate Health and Welfare.
Look for this bill to make a comeback in 2025.
HB866 by Rep Beryl Amedee, A Right to Refuse an EUA or PREP Mandate, provides a right to refuse a drug, pharmaceutical, biologic, or vaccine authorized for emergency use or considered a countermeasure under the PREP Act. Also, prohibits discrimination based on that refusal.
This bill’s defeat and its importance will require a dedicated post.
HB914 by Rep Beryl Amedee, Banking for All, prohibits discrimination in banking based on, amongst other things, political speech.Â
This bill was met with so much animosity from the bankers on the House Commerce Committee, you would have thought Rep Amedee had named them personally in her legislation. Incredibly, the same week this bill died in committee, a Congressional report was published which determined that these discrimintory actions have indeed been taking place in large banks.
Look for this bill to make a comeback in 2025.
HB958 by Rep Beryl Amedee, Kickbacks Prohibit Access to Medical Care, provides that health insurers shall not incentivize vaccination beyond the contracted reimbursement.Â
This bill’s defeat and its import will require a dedicated post.
HR214 a resolution by Rep Chuck Owen, Find the Fraud, requests the attorney general to investigate whether certain corporations violated any laws in the production, distribution, or sale of COVID-19 vaccinations.
This resolution came to an early demise in House Health and Welfare where too many Republicans on the committee still remain uninformed about the serious nature of the fraud surrounding the mRNA vaccines and the harms they have caused. There is no defending these products or the repeat criminals who manufacture them.

HB312 by Rep Chuck Owen, Ivermectin only with a prescription? We say neigh!, will allow ivermectin to be sold over the counter without a prescription.Â
HB711 by Representative Jay Galle, Parents Call the Shots, requires that parents be present and receive a vaccine information sheet as a matter of informed consent prior to vaccination of their minor child.
HB809 by Rep Jay Gallé, The CDC Does not Govern LA, will restrict the authority of the CDC in Louisiana. What most people don't realize with the very popular WHO bill moving through the legislature is that the CDC can and will implement any WHO regulations the US adopts if the treaty and amendments are agreed upon. The CDC is, by far, the bigger threat.Â
HB822 by Rep Peter Egan, What’s in it?, will require donated mRNA vaccinated blood to be labeled as such.Â
HB975 by Rep Dodie Horton, Parents Can Consent, Not Minors, ensures that minors may not consent to medical procedures.
